Population 1 with only the unique Gem 100 NH being higher. It is extremely rare to find the 1902 Special Delivery with such large margins. The plate layout placed the stamps closely together. The Bureau of Engraving and Printing rectified this problem with the 1911 printing of Scott No. E8, when they created a new plate on which the stamps were spaced further apart. Read Less
